U.S. Transportation Secretary Peters Announces Opening of Military Airspace for July Fourth Weekend

The U.S. military will again make airspace available for commercial airline flights off the East Coast during the July Fourth weekend to help reduce delays for air travelers, U.S. Transportation Secretary Mary E. Peters announced today. The airspace released by the military over the upcoming weekend will allow airlines to plan alternate routes in one of the country’s most heavily flown aviation corridors.

“Today’s announcement will help ensure that travelers don’t have to celebrate Independence Day by being stuck on an airplane,” said Secretary Peters.

EMBRAER PROVIDES EMBRAER 190 JETS TO BRAZILIAN GOVERNMENT

Embraer signed a contract, today, for the sale of two EMBRAER 190 jets to the Brazilian government for transporting official personnel. The aircraft will be configured specifically for this purpose and will be operated by the Special Transportation Group (Grupo de Transporte Especial – GTE) of the Brazilian Air Force (Força Aérea Brasileira – FAB), which serves the President of the Republic, Ministries, Presidential Departments, and officials from the Legislative and Judiciary Branches.

“It will be an honor and a source of pride for all of Embraer’s employees to see our EMBRAER 190 flying in the colors of the Federal Republic of Brazil,” states Embraer’s President and CEO, Frederico Fleury Curado. “We are certain that the attributes that have provided the underpinnings of the success of this aircraft model, worldwide – comfort, safety, performance, advanced technology, and economical operations – will contribute to the excellence of the GTE’s operations, as it fulfills its mission within the scope of the Brazilian Air Force and the Brazilian government.”

House panel eyes subsidy review on tanker deal

The House of Representatives Armed Services Committee conditionally called for a review Thursday of any illegal subsidies' role in a $35 billion refueling-aircraft contest lost by Boeing Co.

The House panel mandated an Air Force review of the tanker's selection process if the World Trade Organization finds fault in a subsidy dispute pitting Boeing against Airbus, its rival in the commercial aircraft market.

On February 29, the Air Force picked a team of Northrop Grumman Corp and Airbus parent EADS, rather than Chicago-based Boeing, to start building a new fleet of 179 tanker aircraft based on Airbus's A330 aircraft.

Subcommittee Examines NASA’s Aeronautics R&D Program

Today, the House Committee on Science and Technology’s Subcommittee on Space and Aeronautics held a hearing to review NASA’s current Aeronautics R&D program and discuss ways to make it more relevant to the nation’s needs. This hearing is part of a series of oversight hearings to review the major programs and to provide input to the Committee’s NASA reauthorization legislative activity. Among other topics, the hearing examined the R&D challenges related to the environmental impacts of aviation, safety, and development of the nation’s next generation air transportation system.

Senate Leaders OK Private Turbine Aircraft Fuel Hike

Senators Max Baucus, D-Mont., chairman of the Senate Finance Committee and Jay Rockefeller, D-W.Va., chairman of the Senate aviation subcommittee, late Friday came to an agreement not to impose aviation user fees to fund the Federal Aviation Administration. The deal made calls for general aviation turbine aircraft fuel taxes to increase to 36 cents per gallon from the current 21.8 cents per gallon. However, GA gasoline, which is used in piston-powered planes, is expected to remain at the current price of 19.3 cents per gallon. "Airline passenger fees and taxes wouldn't rise," Rockefeller said.
Because Rockefeller and Baucus haven't agreed on Senate bills to fund and modernize the nation's air traffic control system, it's taken seven months to reach an agreement. On Sept. 20, the House passed the FAA Reauthorization Act of 2007, which called for increased passenger airline ticket tax fees and increasing GA fuel excise taxes.

Aircraft backers gain ally

Opponents now have a powerful new ally on Beacon Hill in their effort to block a plan to restore the 5 percent tax on aircraft sales.

Senate President Therese Murray, D-Plymouth, opposes reinstating the tax, according to her spokesman, David Falcone.

"The president is not in favor of reinstating the sales tax on aircraft and aircraft parts," Falcone said. "She wants to keep the exemption in place. Removing the exemption would drive businesses out of the state."

Australia Government Seeks Discussion With Kaman to Conclude SH-2G(A) Super Seasprite Helicopter Program

Kaman Corp. (Nasdaq: KAMN) said that it has been notified by the recently elected government of the Commonwealth of Australia that it wishes to initiate a negotiation with Kaman to end the Super Seasprite program on mutually agreed terms.

Responding to this overture, Neal J. Keating, chairman, president and chief executive officer of Kaman Corp., said, "We have received a communication from the Commonwealth that we are reviewing at this time with the expectation that we will enter a constructive process with the Commonwealth in order to arrive at a mutually agreeable conclusion to the Seasprite program. Although we have created a highly capable aircraft for the Royal Australian Navy and continue to fulfill our obligations to the Commonwealth under our contract, we appreciate the thoughtful approach and time invested by the current Government in addressing our program and we will work with them toward arriving at a satisfactory arrangement. Stevens Calls for Examination of Aviation’s Underage Flying Policy

Senator Ted Stevens (R-Alaska), Vice Chairman of the Senate Commerce, Science, and Transportation Committee, today urged Secretary of Transportation Mary Peters and acting Federal Aviation Administrator Robert Sturgell about the need to address loopholes in airline policies that allow minors to purchase airplane tickets without parental supervision. During a Commerce Committee oversight hearing on the Department of Transportation’s (DOT) Fiscal Year 2009 budget, Senator Stevens noted that a legislative fix may be needed unless more is done address this problem.

U.S. Transportation Secretary Peters Announces New Open-Skies Aviation Agreement with Australia

U.S. Secretary of Transportation Mary E. Peters today announced that the United States and Australia concluded a landmark Open-Skies aviation agreement that will eliminate restrictions on U.S.-Australia air services for the carriers of both countries. The agreement comes after three days of negotiations in Washington.

“This agreement will strengthen the already close ties between the United States and Australia,” said Secretary Peters. “Today’s agreement begins a new era where American and Australian consumers, airlines and economies can enjoy the benefits of lower fares and more convenient service.”
