FAA Seeks Penalties Against American Airlines for Deferred Maintenance, Other Violations

The Federal Aviation Administration (FAA) today announced actions totaling $7.1 million in civil penalties against American Airlines for improperly deferring maintenance on safety-related equipment and deficiencies with its drug and alcohol testing programs and exit lighting inspections.

The FAA asserts that in December 2007, American used the wrong provisions of its Minimum Equipment List (MEL) to return two MD-83 aircraft to service after pilots had reported problems, and flew the planes 58 times in violation of FAA regulations. The MEL contains components and systems without which the aircraft may operate safely under specific limitations, as proven by the operator or manufacturer.

Boeing Awarded $28.8 Million E-6B Upgrade Contract

The Boeing Company [NYSE: BA] has been awarded a $28.8 million sole-source U.S. Navy contract to upgrade the service's fleet of 16 E-6B airborne command, control and communications aircraft.

In support of ongoing E6-B spiral development activities, the first phase of the Internet Protocol Bandwidth Expansion program will use commercial-off-the-shelf technology to increase the aircraft's wideband communications capabilities, allowing for real-time data transmission on the jet. Work on the first aircraft will be completed in 2010.

Delta to Become Only Major U.S. Airline to Offer Broadband Wi-Fi Access on Entire Domestic Mainline Fleet

Delta Air Lines (NYSE: DAL) customers traveling throughout the continental United States will soon be offered the added convenience of broadband Wi-Fi access onboard the airline’s domestic fleet of more than 330 mainline aircraft.

Delta is joining with Aircell®, a 17-year leader in airborne communications for business and commercial aviation, to install the company’s Mobile Broadband Network on the carrier’s domestic fleet. The system, Gogo™, will enable Delta customers traveling with Wi-Fi enabled devices, such as laptops, smartphones and PDAs, to access the Internet, corporate VPNs, corporate and personal e-mail accounts, as well as SMS texting and instant messaging services. Gogo will be available to customers for a flat fee of $9.95 on flights of three hours or less, and $12.95 on flights of more than three hours.

Boeing Next-Generation 737 Carbon Brakes Earn FAA Certification

Boeing [NYSE: BA] announced that it earned certification last week from the U.S. Federal Aviation Administration for its new carbon brakes designed for the Next-Generation 737.

The brakes, supplied by Messier-Bugatti, also entered service last week when Boeing delivered a Next-Generation 737-700 to Delta Air Lines -- the first of 10 737-700s the airline will receive over the next several years.

Lycoming Announces IO-390 Engine

At EAA AirVenture Oshkosh 2008, Lycoming announced the expected FAA certification of the IO-390-A1A6 by November 2008. Upon certification of this initial version, the IO-390 Series will become a permanent member of the Lycoming certified engine family.

Lycoming developed the certified IO-390 in response to airframe manufacturers and aircraft owners who have requested a higher horsepower, four-cylinder version of Lycoming's successful IO-360, 200hp engine models. For several years, the uncertified version of a 390 Lycoming engine, the IO-390-X, has been powering many homebuilt and kit aircraft in the experimental market.

U.S. Government Releases $1 Billion in Funding for Production of Six Lockheed Martin F-35B STOVL Aircraft

The U.S. Department of Defense has released $1 billion of funding to acquire six Lockheed Martin [NYSE: LMT] F-35B short takeoff/vertical landing (STOVL) aircraft as part of the second Low Rate Initial Production (LRIP) contract for the F-35.

The LRIP 2 contract, worth $2.2 billion for a total of 12 aircraft, was awarded in May. At that time the government authorized six conventional takeoff and landing (CTOL) F-35As, with release of $933 million, and gave provisional approval for the STOVL jets pending certain requirements. Those stipulations were met by the first flight of the initial F-35B test aircraft on June 11 and by completion of a propulsion system review on July 22. The government exercised the option for the STOVL aircraft and released the $1 billion on July 22.

London Air Services Orders Five Learjet 85 Aircraft

Emirates Airline buys 60 Airbus wide-body aircraft

Dubai based Emirates Airline has signed a Letter of Intent (LoI) for 30 Airbus A350XWB plus 30 A330-300s. The agreement was signed between Sheikh Ahmed Bin Saeed Al Maktoum, Chairman and Chief Executive Emirates Airline and Group and Tom Enders, Airbus President and CEO on the occasion of their first A380 delivery in Hamburg, Germany.

At the 10th Dubai Airshow in 2007, Emirates signed a firm order for 70 A350 XWBs with an option for 50 more. Today’s agreement includes the firming up of 30 of these A350 XWB options and will eventually increase Emirates’ total order for the A350 XWB to 100.

Delta TechOps Signs Engine Maintenance Agreement with Alaska Airlines
